When Tinder launched photo verification in its app last year, it also added a safety center feature for US users. The company is currently introducing this feature in India. To access and use The Tinder Safety Center in Japan:

According to TheTinder Safety centers help users access tools related to their health While using the app. Includes a list of local NGOs and hotlines that provide guidance and educational resources for safe dating, as well as support. This includes the National Women’s Commission, Pink Regal, Umang LBT Support Group, One Future Collective, and Humsafar Trust.
